R.I. House passes bill to regulate electric bikes, allow them on bike paths

The bill would need helmets on any rider 15 or youthful on any type of electric powered bike, and for all riders of Class 3 electric bikes. It would prohibit people less than 16 from riding a Course 3 electric bicycle, apart from as a passenger.
